DeKalb County schools paid $341,000 several years back for a salary audit that found they were overpaying employees by millions of dollars a year. Now, school officials can’t seem to locate those findings. So, what happened?

Public officials laughed, snarled and stalled when asked to release documents under the Georgia Open Records Act, a new audit has found. Overall, the 2010 Georgia Student Sunshine Audit reports that public institutions did a better job this year handling requests for public records. Still, one in five university students were denied access to documents that clearly should be public, the audit reported. The most frequent withholders of records, the students said, were … universities.

Atlanta police inexplicably waited nine days to question a key witness to officers’ misconduct in the 2006 killing of 92-year-old Kathryn Johnston, according to a new investigative report. Instead, they put on a full-court press to track down an informant who corrupt officers wanted to use as their alibi. Cris Beamud, director of a city oversight panel created after the Johnston shooting, says police should find out why it took so long.

Nearly 200 criminal defendants have no state-paid lawyer as required by Georgia law to handle their appeals, according to a civil suit filed today. More than half have waited more than a year without an attorney. Budget cuts and a 2008 Supreme Court decision lie at the heart of the problem. “When our system of criminal justice does not itself comply with the rule of law, its integrity is fairly questioned,” said attorney Michael A. Caplan. “That integrity is what is at issue in this case.”

Fired DeKalb police chief Terrell Bolton’s explanation for keeping two seized luxury cars at home in his garage is “absurd,” the county’s district attorney says. Police handling of the two cars might also have violated state law, DA Gwen Keyes Fleming wrote in a March 24 letter. But she said it would not warrant criminal prosecution.
