Embattled mid-GA judge: ‘I was just as lost as I could be’

A middle Georgia  judge belittled and argued with defendants, misstated points of law and improperly ordered jailers not to shorten inmates’ sentences for good behavior, witnesses told a judicial oversight panel in Atlanta today. Twiggs County Probate Judge Kenneth Fowler and his lawyer blamed much of the alleged misconduct on his lack of legal training. “When I first took office, I was just as lost as I could be,” Fowler testified.

Fulton County District Attorney Paul Howard complained this week about judges releasing accused murderers on bond, after one allegedly shot a second victim in the face. He listed 45 defendants and wanted to know how they could return to the streets while awaiting trial. But jail records show four of the defendants are not accused of murder. A few others remain locked up. And the man responsible for releasing two of the suspects was … Paul Howard.
