When he’s not riding his Harley, Maxwell, an Allstate insurance agent, has chaired the House Audits, Retirement and Regulated Industries committees. His service since 2005 on the Insurance Committee, though, has attracted the lion’s share of his political donations. Nearly half of the $250,000 raised over the years by his campaign committee has come from insurance and health-care interests.
Collectively, Maxwell’s fellow board members at Georgia Heritage Bank top his donor list from other interests. A 2009 federal cease and desist order accused the Dallas, Ga.-based community bank of employing risky lending practices under lax board supervision.

In March 2013, the bank had a Texas ratio of 341 percent, one of the 25 highest in the country, signifying that the value of non-current loans and bank-owned real estate was more than three times the capital on hand to cover them. In 2009, the Federal Deposit Insurance Corp. issued a cease and desist order alleging, among other things, that Georgia Heritage was under-capitalized, used hazardous lending practices and had been poorly supervised by its board of directors. Maxwell blamed the bank’s troubles on the bursting of the mid-2000’s real-estate bubble. “Every community bank in the state’s pretty much faced the same trials since the real estate debacle,” he said.

The American Legislative Exchange Council awarded a $375 “scholarship” to Maxwell in 2009, records show. Corporate donors — including petroleum, pharmaceutical, utility, tobacco and health-care interests — funded the scholarships, which were meant to cover the costs of airfare and lodging to attend ALEC functions. The donations generally are not disclosed as lobbyist gifts, since ALEC does not have a registered lobbyist in Georgia.
